To the extent that the protection or recovery of Colorado native <br />species would require the establishment and protection of <br />instream flows, the CWCB is prepared to bring its expertise and <br />its statutory authority to bear in addressing these priorities so <br />that the resulting conservation measures are fully effective and <br />compatible with Colorado's water law and water rights priority <br />system, and with its future development opportunities. <br />2. State Engineer's Office <br />The State Engineer's Office (SEO) is responsible for the <br />administration and management of the state's water resources and <br />interstate compacts. The SEO's mission is to serve the water <br />resource needs of the public and to conserve, protect, develop, <br />and maximize the beneficial use of the state's present and future <br />water supplies. <br />The SEO collects and records data to facilitate water rights <br />administration. Accordingly, the SEO does not have <br />responsibility per se for the protection of wildlife. However, <br />through innovative administration of water, coupled with <br />consultation and cooperation with the Colorado Water Conservation <br />Board, the Division of Wildlife, and the Water Quality Control <br />Commission and Division, the State Engineer's Office indirectly <br />assists in the protection of wildlife resources, especially the <br />aquatic habitat. In addition, under the provisions of Senate <br />Bill 89 -181, the State Engineer implements water quality <br />standards for water used in substitute water supply plans and <br />decreed and non - decreed exchanges, which in turn, enhances the <br />quality of receiving streams. <br />The SEO uses a variety of tools to administer water rights. One <br />example of data collection is the operation of a satellite- linked <br />water resources monitoring system which collects real -time stream <br />flow data from over 300 automated stations on most Colorado <br />rivers and streams. Other examples of the SEO's innovative <br />approaches to water rights administration are the South Platte <br />Water Rights Management System ( SPWRMS), the Colorado River <br />Decision Support System (CRDSS) being developed in cooperation <br />with the with CWCB, and WATERTALK, which is a telephone access <br />system that provides stream flow data to water users via <br />computer- generated voice synthesis. <br />The SPWRMS is a project designed to facilitate water rights <br />administration and river management decisions in the South Platte <br />basin. The application will not only aid in real time <br />administration of water rights, but enhance the transfer and <br />exchange of data between agencies and water users by providing <br />direct user access to the data, monitoring of the physical <br />conditions of the basin, allowing spatial monitoring and analysis <br />of water use in the basin, and performing a variety of <br />administrative analyses such as diversion curtailment and water <br />1s <br />
