Y <br />In implementing the three potential phases of a native species <br />protection effort identified in the Draft Concept Paper, the <br />incipa responsibilities of DOW would likely include: <br />Identify and prioritize wildlife inventory needs. <br />Identify high priority habitats and strategies to <br />protect, enhance and restore them. <br />Protect high priority habitats on private lands through <br />the most appropriate cooperative resource conservation <br />�� 01 mechanisms, including acquisition of conservation <br />easements, leases, cooperative agreements and fee title <br />acquisition. <br />Develop and carry out programs for the protection, <br />l(i enhancement and restoration of high priority habitats <br />v with federal; state; count <br />y; and local agencies; <br />private landowners; and organizations. <br />e-� Identify species of special concern and in a timely <br />manner, develop and implement management plans for <br />those species in cooperation with others. <br />\Cooperate with federal; state; county; and local <br />government agencies; private landowners; and other <br />organizations in the timely development and <br />implementation of recovery plans for high priority <br />species. <br />7 Coordinate with sport fishery p managers to avoid or <br />minimize conflicts from non - native species stocking and <br />management. <br />B. Water Ouantity Management <br />1. Colorado Water Conservation Board <br />The Colorado Water Conservation Board (CWCB) within the Colorado <br />Department of Natural Resources is an agency established to <br />promote the protection, conservation, and development of <br />Colorado's water resources in order to secure the greatest <br />utilization of those resources for the benefit of present and <br />future generations, and to minimize the risk of flood damage and <br />related economic losses. <br />Among the primary goals of the CWCB are the protection of <br />Colorado's apportionment of interstate waters, the development of <br />Colorado's water resources, and the avoidance or resolution of <br />environmental conflicts related to the development and management <br />of water supplies for human uses.
