Most all the interest in the audience was related to Round II Sales. Those in attendance <br />wanted to proceed with contracts ASAP. Reclamation noted that the contracting process review had <br />been completed and that new draft contracts would be available in the next 2 -3 weeks. The contract <br />features include <br />- 25 -year duration (no renewal guarantees) <br />- critical habitat protections and protections for the listed species <br />- proportionate sharing of shortages <br />- Environmental regulation pool in which water, not contracted for would become part <br />/ of a "Environmentaitigation Pool" and subject to reregulation. <br />Hopefully, Round II negotiations can resume this summer. <br />Lee Leavenworth stated that Round II sales started in 1982. His clients have run out of <br />patience. They want acceptable contracts now. A contract with only 25 -year duration is not <br />acceptable. The costs of Ruedi water continue to escalate. If section 7 needs to oped-,Ireopen it and <br />get on with it. Ruedi was constructed to provide compensatory storage to the west slope. If his <br />clients do not get contracts very soon, they are prepared to fight any further releases to the <br />endangered fish, and oppose Fry /Ark. Yiversions to the east slope. He even suggested that if Ruedi <br />can not serve the purposes for which it was constructed, it should be removed at Reclamation's <br />expense. <br />Mark Fueller, was concerned that Ruedi recreation benefits be maintained and that the <br />proposed 1989 EIS operations maybe being violated. He was supportive of status quo operations. <br />He wanted to be sure original purposes were maintained and wanted to be sure he would have <br />opportunity to comment on any proposed spring time operations. <br />Chris Tres, with the Colorado River Water Conservation District, wanted to know if <br />Reclamation had looked at the legality of the proposed operation. Will Reclamation look at the <br />authorized purposes and propose new allocations and corresponding repayment schedules? <br />Reclamation declared all operations were within the constraints of the existing EIS and authorized <br />
