team to determine State, regional and the national effects of critical habitat designation for <br />the period 1995 to 2020. For each model stage, a present and future economic projection <br />without the impacts of species listing and designating critical habitat ( "without fish" scenario) <br />was contrasted with a present and future economic projection with the designation of critical <br />habitat ( "with fish" scenario). A detailed discussion of the I -O and the CGE modeling <br />approaches can be found in Chapter II -7 of Brookshire et al. (1993). <br />This analysis presents the economic impacts of the designation of critical habitat as required <br />by the Act. These impacts are incremental impacts over and above those associated with <br />species listing. Section 2 of this analysis presents information on critical habitat in general, <br />species listing history, and critical habitat designation for these four endangered fishes. <br />Section 3 discusses the physical and economic settings of the Basin. An overview of the <br />economic modeling framework is found in Section 4. Section 5 discusses the biological and <br />economic dimensions of the study. This discussion provides the connection between the <br />biological requirements of the fishes and associated economies. The State- and regional -level <br />incremental impacts of critical habitat designation are in Section 6 and Section 7 presents the <br />national economic efficiency impacts. <br />I -3 <br />
