7 <br />11. The effects of the interim water agreement and the passageway will be monitored <br />by Reclamation, Colorado Water Conservation Board, the State of Colorado, the Service and <br />water users. This information will be used to determine the need and provisions for a long -term <br />agreement to provide flows for endangered fish and to operate the fish passageway. This long- <br />term agreement will be subject to compliance with the National Environmental Policy Act, <br />Colorado water laws, and other appropriate rules. The interim agreement is not intended to set <br />any precedent or provisions of the long -term agreement. <br />
