The attendees also discussed possible reasonable and prudent alternatives for
various types of projects if adverse modification were determined.
APRIL 22
RIPRAP
The section 7 agreement was-reviewed. It was agreed that the section 7
agreement applies to the depletion impacts of new projects and all existing or
past impacts to historic water projects. It was not the intent of the ? °
agreement to cover actions such as'jetties, riprap, gravel operations, etc.
for new projects. TheseJTpacts' will be addressed on a case -by -case basis
under the normal section 7 process.
The RIPRAP was reviewed item -by -item. Existing RIPRAP items that contribute
to allowing the Recovery Program to serve as the reasonable and prudent
alternative for adverse modification of critical habitat were identified.
Additional items were added that the attendees felt were required for the
Program to continue to serve as the reasonable and prudent alternative for
both jeopardy and adverse modification. There were not many revisions made to
the RIPRAP. Several items were added to address the impacts of historic
jetties, riprap, gravel operations, etc. (i.e., restoring and protecting the
floodplain in the Grand Valley area). John Hamill will make the RIPRAP
changes. These changes will be presented to the Management Committee on
May 4.
—3-
