The impacts of new riprap, jetties, gravel mines, and other <br />activities that directly impact critical habitat would be addressed through <br />the section 7 consultation process (i.e., the Recovery Program would not <br />provide the reasonable and prudent alternative). <br />The Service's recommended revisions to the RIPRAP were based partly on our <br />concern that only a few new actions are scheduled for completion for the <br />remainder of FY 94 or in FY 95 that will result in a measurable population <br />response, a measurable improvement in habitat for the fishes, legal protection <br />of flows, or a reduction in the threat of immediate extinction. These actions <br />include: <br />o legal protection of summer /fall flows below Flaming Gorge. <br />o lease 2,000 of of water from Steamboat Lake. <br />o appropriate 581 cfs in the 15 -Mile Reach. <br />o appropriate irrigation return flows in the 15 -Mile Reach. <br />o continued development of refuge populations for the most endangered <br />fish stocks. <br />During this same time period, the Service anticipates that the number of <br />projects going through section 7 consultation will increase. This situation <br />emphasizes the need to ensure the above actions are completed on schedule and <br />that the recovery actions identified for FY 96 are fully funded and <br />implemented according to the RIPRAP schedule. <br />Attachment <br />
