Grand Junction Projects Office <br />I. Priority 1 <br />- Operations of Aspinall Unit, CO. - Reclamation, in <br />conjunction with the Upper Colorado Recovery Implementation <br />Program is collecting biological data for the preparation of a <br />biological assessment, on which the Service will base the <br />Biological Opinion scheduled for 1997. Modification of the <br />operation of this projects has the potential to aid in recovery <br />of endangered fish, and, to fulfill prior commitments to operate <br />the facility to aid in fish recovery to offset depletion impacts <br />of the Dolores and Dallas Creek projects in accordance with <br />Biological Opinions for these projects. For these reasons, <br />reevaluation /reconsultation on this project is high priority. <br />However, this need not occur until 1997 when data collection <br />efforts are complete. <br />- Activities on the Gunnison River related to Recovery Program <br />Actions will need Section 7 compliance prior to completion. <br />These actions include the Taylor Park Water Management Agreement, <br />Redlands Fish Passage, and Aspinal /Endangered Fish Interim Water <br />contract to provide flows to Gunnison River below Redlands <br />Diversion Dam. These projects are high priority due to the <br />potential for these actions to aid in recovery of fish and the <br />need for compliance with Section 7 prior to completion of the <br />Federal action. <br />- Collbran Project water management activities, which may <br />include modification to project operations /water accounting to <br />help provide water in the 15 -mile reach is a high priority for <br />reevaluation based on potential to aid in recovery of fish and on <br />need for compliance with Section 7 prior to completing a Federal <br />action. These activities are being undertaken in conjunction and <br />coordination with the Recovery Implementation Program. <br />- A number of yet to be defined actions associated with the <br />flooded bottomlands Program of the Recovery Program, will require <br />consultation prior to completion. These actions will be designed <br />to provide improved habitat conditions for endangered fish. <br />II. Priority 2 <br />-Vega Reservoir Recreation Rehabilitation Plan which may <br />increase consumptive use of water through provision of additional <br />facilities.(toilets /showers, etc.) for recreational use. <br />-Silt Project activities including development and <br />implementation of a resource management plan, recreation <br />rehabilitation plan, operational evaluation (activities in being <br />undertaken in accordance with the Recovery Implementation <br />Program) will require evaluation under the Endangered Species <br />Act. <br />or <br />
