Length of Contract. <br />The staff list had two items: <br />1. Establish a source of funds for zhe. Endangered Fish <br />recovery program, and for Upper Basin ecosystem <br />management. This source of funds to be partly power and <br />partly other sources. <br />2004/004 <br />2. Establish limits to WAPA's authority for transmission <br />construction in the upper basin. <br />Three points become obvious: (1). considerable time and effort will be <br />required to gain a higher level of understanding of what each parties' <br />issues and needs are; (2) there is a lot to talk about and a real <br />possibility of agreement exists on several issues; (3) CREDA's ability an4l <br />interest in providing funds for environmental issues is directly related-to <br />and dependent upon legislative action that would "free up" revenue. <br />The only agreements reached were that we had a fruitful first meeting and <br />that in- depth discussion and understanding of various points is needed. No <br />schedule was set, but I expect further. discussion will occur in the near <br />future, probably on the subject of apportionment of revenue and its effect <br />on rate setting. <br />Please call me with your comments and suggestions. <br />cc: NRECA Preference Customer Committee <br />APPA Advisory Committee <br />
