The first meeting was . <br />held March 22. The meeting included Don Adamson, Steve Tanich, <br />Charlene Daugherty, Jeff Petrich, and Dick Melzer (power, water, <br />environment, legal counsel) of the committee staff, and Deborah <br />Sliz and myself for CREDA. <br />By prior agreement both "parties' brought a list of topics we <br />would like to have on the table for discussion. It was also <br />firmly established that only WAPA /CRSP /CREDA issues would be <br />discussed. Other PMA /Project /Customer Group issues are definitely <br />not a part of these discussions.. The CREDA list covered seven <br />items: <br />1. Refinancing of Power repayment obligation, <br />including non - appropriation funding of future <br />replacements and additions. <br />2. Interest rate calculation. <br />3. Eliminate apportionment of revenues in repayment <br />for participating irrigation projects per CRSP. <br />Act. <br />Funding for the Recovery Implementation Program <br />for Endangered Fish in the Upper Colorado River <br />Basin. <br />5. Customer oversight of Western and Bureau power <br />related O&M and construction-programs. <br />
