The State Engineer is responsible for the <br />administration, regulation and distribution <br />of the waters of the state in accordance <br />with the constitution of the state and all <br />other applicable laws including the Upper <br />Colorado River Compact, C.R.S. 1973, <br />37 -62 -101 et seq. <br />B. The State Engineer is responsible for making <br />and enforcing such regulations with respect <br />to the deliveries of water as will enable the <br />State of Colorado to meet its interstate compact <br />commitments. <br />
