<br />3. POINT OF DIVERSION: The intersection of Twin Lakes Dam
<br />axis and Lake Creek, a point whence the Southeast corner of Sec-
<br />tion 23, Township 11 South, Range 80 West of the 6th P.M., bears
<br />South 54° 13' 08" East a distance of 3,803.10 feet. Said reser-
<br />voir will inundate all or portions of Sections 14, 15, 16, 17,
<br />189 19, 20, 219 220 23, and 30, Township 11 South, Range 81 West
<br />of the 6th P.M.
<br />4. PURPOSES: All features, having for their purpose the
<br />Fryingpan- Arkansas Project as hereinafter described, shall have
<br />the right to the use of all waters decreed for irrigation, manu-
<br />facturing, domestic, municipal, and power purposes; all municipal
<br />purposes, including human consumption, fire protection, sewage
<br />treatments, street sprinkling, watering of parks, lawns and
<br />gTeunds# and m0nt4tning adequate storage reserves; all farming
<br />purposes, including the growing of crops of all kinds, stock
<br />water, domestic purposes, and the watering of lawns, trees and
<br />shrubs; all industrial purposes, and the generation of electric
<br />power; flood control; recreation; wildlife conservation; and
<br />for a succession of such uses and to fill and refill said re-
<br />servoirs, forebays, and afterbays and use and reuse of all the
<br />project waters herein described.

<br />7. EXCHANGE: In addition to the priority hereinabove
<br />described, there is decreed to the Twin Lakes Reservoir the right
<br />under priority of February 10, 1939, to take and store the waters
<br />of the Arkansas River so..located as to be physically controllable
<br />by said Twin Lakes Reservoir in substitution for waters from.the
<br />Colorado River tributaries decreed for storage in said Twin Lakes
<br />Reservoir and introduced into said Arkansas River.
<br />*As to water rights heretofore adjudicated in this
<br />District, priorities for irrigation granted by
<br />this decree shall be enforceable only as of July
<br />140 1942, and priorities for purposes other than
<br />irrigation granted by this decree shall be enforce-
<br />able only as of December 15, 1942.
