The latter draft is only for your individual consideration <br />and use. I have not considered it appropriate for the Commission to comment <br />on the proposal but to facilitate a common approach to the response among the <br />Upper Basin States. <br />Please let me know of your concerns, comments and changes on the CREST memo by <br />close of business September 6 1991. If there are major concepts in the <br />California response letter that you object to please let us know. If a major <br />conflict exists among the States it might be appropriate for either another <br />work session, or conference call, to resolve these differences before individ- <br />ual State responses are due (September 15, 1991). <br />WEC : pj ' <br />Attachments <br />
