ARTICLE V . <br />F. In the event that the Administration finds that within <br />a period of the amount of water in the conservation <br />pool will be or is liable to be so reduced in quantity as to make <br />impracticable the further discharge of stored wanter, and in order <br />that the natural losses of river flow transited through John <br />Martin Reservoir shall be minimised, the Administration shall <br />forthwith notify the Colorado Rater administration officials that <br />upon a certain day no more water may be available for release <br />from said reservoir. on and after such date so fixed by the Ad- <br />ministration, unless a>t change of conditions justify cancellation <br />of such notice, Colorado shall administer the decreed rights of <br />water users in Colorado water District d7 as against each other <br />and as against all rights now or hereafter decreed to water users <br />diverting upstream from John Martin Dam on the basis of relative <br />priorities in the same manner in which their respective priority <br />rights were administered by Colorado 'before John Martin Reservoir <br />began to operate and as though John Martin Dam had not been con- <br />strutted. Such priority administration by Colorado shall be <br />continued and no releases of stored wester shall be made from Jahn <br />Martin Reservoir until the Administration shall find that suffi- <br />cient storage has accumulated in John Martin Reservoir to make <br />practicable the storage of river flow and release of stored water <br />and justify the cessation of priority administration by Colorado. <br />Except when administration in Colorado is on a priority basis the <br />water diversions in Colorado Water District 87 shall be administered <br />by Colorado in accordance with distribution agreements made from <br />time to time between the water users in such District and filed . <br />with the Administration. <br />r <br />a�,++'<.
