onANDVM <br />July 17, 1951 <br />TO: The Colorado water conservation Board <br />FROMs Clifford H, Stone, Director <br />SUBJECT: Proposed Glendo Project <br />I'lembers of the Colorado dater Conservation Board will resell reports <br />which have been made by Jean S, Breitenstein and me Concerning the proposed <br />Glendo Federal: reclamation project which would be located near the Wyoming ., <br />Nebraska line on the North Platte River. It was explained to the Board that <br />the Bureau of Reclamation had in preparation a report on this project. Recent <br />Congressional appropriation bills provide that no moneys should be expended on <br />this project except for investigation and the preparation of a report and that <br />there should be noexpenditures of Federal moneys for construction until the <br />report had been submitted to the States of Colorado, Wyoning and Nebraska. An <br />attempt is being made to reach an agreement on project plains of construction <br />and operation satisfactory to these states. <br />is Director of the dater Board I asked Jean S. Breitenstein, Attor•. <br />ney for the Board, to attend any and all meetings of representatives of the <br />Bureau of Reclamation and of the three States to review the report and to con- <br />sider the effect of the proposed development on the rights and interests of the <br />states in the waters of the North Platte river. Such a meeting was held in <br />the office of livery A. Batson, Director of Region 7, Bureau of Reclamation, on <br />July 10, 1951. The Water Board was represented by Jean S. Breitenstein and <br />R. M. Gildersleeve, Chief Engineer. Previously at 1.1r, Breitenstein +s sug- <br />gestion, Mr. Gildersleeve had studied the project report with particular refer- <br />ence to the effect of the proposed development, from review of the engineering <br />phases, on Colorado's present and potential uses of water in North Park, Mr, <br />Breitenstein has submitted to nos as Director of the Board, a report on this <br />meeting, A copy of his report is enclosed. <br />It is urged that each member of the Board carefully review the report <br />of Mr, Breitenstein in order that the matter nay be considered at the next meet- <br />ing of the Board. It will be observed from Page 6 of the letter that Regional <br />Director Batson is likely to request official comments on the Bureau's project <br />report from the State in the near future. This request, it appears, May come <br />soon after certain technical changes in the Bureau's report have been made. It <br />seems highly important that there be a consideration of this matter at the next <br />meeting of the Board in advance of the request for comments, as above mentioned, <br />by Regional Director Batson. <br />Mr. Breitenstein has suggested that the engineering staff of the <br />Bated ahmld make , study of certain facts to determine how Colorado night <br />
