The reservoir will have <br />a maximum controlled storage capacity of 1,088,000 acre -feet. <br />There is 735,500 acre -feet of active storage, of which 410,000 <br />acre feet is allotted to power and 275,000 acre -feet to flood <br />control. <br />Attention is directed to the following paragraphs in the <br />letter of transmission: <br />"'Vater Rights <br />30. The relationship of water rights to the <br />operation of the Glendo Unit was given primary con- <br />sideration durin(­ the course of investigations. Be- <br />cause the water of the north Platte River is subject <br />to interstate distribution it is of paramount import- <br />ance that the states of Colorado, Nebraska, and Wyo- <br />ming review the plan of operation 'before construction <br />is begun. The proposed plan of operation for the <br />Glendo Unit is in conformance with the limitations re- <br />lative to distribution of water as imposed by the <br />United Staten Court decree of 1945. <br />Basic Assumption <br />31. Several plans for the development and opera- <br />tion of the Glendo Unit were studied in detail during <br />the course of investigations. As a requisite to the <br />proposed plan it was nec,ssary to make certain assump- <br />tions. The basice assumption is that the operation <br />of the Glendo Unit would not change the regimen of the <br />river as it now exists below Guernsey Reservoir. <br />Therefore, the Glendo Unit would p rovide for no addi- <br />tional cons i.^:ptive use of water and would cause a <br />minimum change in distribution of streamflow below Guer- <br />nsey. ,. n <br />Paragraph 65e of the recommendations reads thus: <br />"The Glendo Unit be operated in a manner that will <br />not affect the use of waters of the North Platte <br />River as it now exists below Guernsey Reservoir, <br />unless and until the state =s of Colorado, jvebraska, <br />and Wyoming, and the Secretary of the Interior acting <br />in behalf of the Federal Government agree upon a <br />modified plan of operation to permit additional con- <br />- 2 - <br />
