Appendix B <br />REPORT OF 31 Aug 50 <br />HYDROLOGIC SUBCOMMITTEE <br />of the <br />ARKANSAS -WHITE -RED BASINS INTER- AGENCY COiMITTEE <br />31 August 1950 <br />1. The Hydrologic Subcommittee met at Tulsa 8 August 1950. All <br />Federal members and representatives of three states were present, <br />2. The subcommittee agreed to proceed first on two problems <br />(a) determination of the existence of water at critical points in the three <br />basins and.(b) determination of the problem of jurisdictional rights over <br />water in the three basins. The subcommittee agreed to form work groups to <br />analyze and, so far as possible, solve these two problems.__ It was agreed <br />that because of limitations of time and personnel, related questions, such <br />as physical and chemical characteristics of water at critical points, would <br />have to be deferred until the questions of existence and jurisdiction are <br />dealt with. It was noted, however, that some of this data was available in <br />publications with existence data, and could be tabulated concurrently with- <br />out delay to the existence data compilation. <br />3, `It was decided to instruct Ahe existence work group to present data <br />on the physical existence of water at the sites`'to be studied in the form <br />tables of monthly mean.discharges, including maximum and minimum monthly <br />values, computed for an identical period throughout each watershed, and in, <br />eluding a discussion of the method and technique of calculation from exist- <br />ing data. <br />4. Noting that some state representatives working toward compact <br />negotiations have already reached agreement to use gaging points near, but <br />not at, specified locations, it was agreed that the AYWRBIAC resolution <br />creating the subcommittee allowed sufficient discretion to meet this <br />problem. <br />5. The subcommittee decided that the questions of water availability <br />as affected by problems of jurisdiction, or water rights, should be referred <br />to a work group primarily composed of state representatives. This work <br />group should prepare a statement of the jurisdictional problems which exist, <br />and indicate the desires of the states, if known. <br />6. The work group on water existence is composed of representatives <br />of all eight states and those Federal agencies which have indicated a desire <br />to participate in the physical activity in progress. At present these are <br />James Bruce, Department of the Army, Chairman; C. 0. Clark, A W R Office, <br />Department of the Army; S. K. Jackson, U. S. Geological Survey, Department <br />of the Interior; Roy G. Andrews, Department of Agriculture; J. A, Boyar, <br />Federal Security Agency; C. K. Oakes, Louisiana; Dr. Garrett Muilenburg, <br />Missouri; Paul M. Zander, Arkansas; A. H. Woolverton, Texas;._ R. V. Smrha, <br />Kansas; R. M, Gildersleeve, Colorado; Ira Co Husk, & Oklahuma and <br />J. R. i�riokson, New Mexico. <br />B -1 <br />
