SB97 -8, CWCB CONSTRUCTION FUND BILL, SECTION <br />GRAND VALLEY WATER MANAGEMENT PROJECT <br />Colorado has participated in the Recovery Program since 1988. <br />• cooperative partnership in which Colorado, water users, enviros and <br />other partners have veto authority ( "consensus decision making ") <br />• participation requested by Water Congress <br />• Recovery Program goal is to recover the 4 endangered fish while <br />allowing water development to proceed; <br />• state participation was based upon federal commitments that any <br />management of instream flows will be based on state laws and upon the <br />opportunity to participate directly in the planning and implementation of <br />recovery actions affecting lands, wildlife and water within the state <br />Improvement of the Grand Valley Canal was identified by the Recovery <br />Program as one of the best opportunities to increase flows available for <br />recovery of the endangered fish without adverse impact to existing uses of <br />water and without injury to water rights. <br />
