This three- state, multi - agency program is <br />working to recover, and remove from Endangered Species Act (ESA) <br />listing, four species of fish that inhabit the waters of the Upper <br />Colorado River Basin while water development and use proceeds at <br />the same time in compliance with state water law, interstate <br />compacts and the ESA. <br />Earlier this year in mid -March I wrote to you seeking your <br />support for line -items specific to this Program in the President's <br />Fiscal Year 1998 Budget. I am now writing to seek your support for <br />the enclosed draft legislation that would authorize this Program in <br />Federal law, establish appropriation authorizations and establish a <br />cost - sharing mechanism for the remaining years of the Program.
