Statement of Position Adopted by Basin States <br />on November 9, 1973fromo Lynn M. Thatcher, Chairman, <br />November 262- 1973, <br />Colorado River Basin Salinity Control Forum, to <br />Paul DeFalco, Jr., Regional Administrator, <br />Region IXj Environmental Prot -ection Agency <br />"The States agree that salinity criteria for the Colorado <br />River Basin would be useful in the final formulation of a salinity <br />control program such as would be undertaken by enactment of <br />pending Congressional Bills, H.R. 7774, H.R. 7775, and S. 1807, <br />and agree further that the States must cooperate with the Federal r° <br />government and each other in support of such legislation which <br />would implement the Conclusions and Recommendations published <br />in the proceedings of the Reconvened Seventh Session of the <br />Conference in the Matter of Pollution of the Interstate Waters <br />of the Colorado River and Its Tributaries in the States of California, <br />Colorado, Utah, Arizona, Nevada, New Mexico, and Wyoming, <br />held in Denver, Colorado on April 26 -27, 1972, under authority <br />of section 10 of the Federal Water Pollution Control Act (33 U .S . C . <br />1160) , and approved by the Administrator of the Environmental <br />Protection Agency on June 9, 19 72. <br />"The States have established a mechanism for interstate <br />cooperation (Colorado River Basin Salinity Control Forum) and <br />for preparation of semi - annual reports on the development of <br />numeric criteria and the adoption of such criteria by October 18', <br />1975. — <br />"As was concluded by resolution of the Colorado River <br />Basin States Conferees of the Conference in the <br />Matter of Pollution of the Interstate Waters of the Colorado <br />River and Its Tributaries held in Las Vegas, Nevada and the <br />Reconvened Seventh Session held in Denver, implementation <br />of the Colorado River Salinity Control Program generally as <br />described in the report of the Secretary of the Interior entitled, <br />.'Colorado. River Water Quality Improvement Program, February <br />1972' would carry out the most appropriate plan of implementa- <br />tion for salinity control for the Colorado River system. The <br />appropriate objective of the project is the maintenance of <br />salinity at or below levels found in the lower main stem as <br />of April 1972, while the Upper Basin States continue to develop <br />their compact- apportioned waters. <br />D -1 <br />
