Offset account at JMR for well augmentation. LAWMA and other well users have deposited <br />nearly 10,000 AF in account for this season and Kansas has withdrawn water. Operations will <br />be reviewed at end of irrigation year after Nov. 1. Will need to improve quantification of transit <br />losses below JMR <br />B. Special Master issued 2nd Report on Sept. 8, 1997. Stateline depletions 1950 - 1994 are now <br />quantified. Colorado compliance efforts, sufficient to date. Remaining issues include damages <br />in money vs. water, prejudgement interest, methods [modeling] for determining depletions in the <br />future. <br />C. Also working on <br />1. Annual reports for 1994, 1995, & 1996. <br />2. Proposed housekeeping revisions to 1980 Operating Plan and ARCA bylaws. <br />3. Scoping for USGS study of transit losses /travel times below JMR. <br />4. Water quality background information collection and review re potential stateline <br />salinity issues, and selenium concerns. tJSGS spearheading effort to develop long ten-n <br />network of water quality stations. <br />5. Confer with Construction Fund Section on LAWMA and AGUA loan issues. <br />6. Work with CWCB director on new /re- appointments of Colorado representatives, <br />current terms for Genova and Rogers expire 8/97, Genova not seeking re- appointment. <br />2. TRINIDAD RESERVOIR/PROJECT <br />A. USBR has issued amended Operating Principles for project and will implement beginning Nov. <br />1, with or without concurrance of all interested parties. <br />B. ARCA approved resolution to allow increased storage of non - native water in enlarged <br />recreation pool was utilized by 1)1`01M to exchange water to 'Trinidad lZeservoir with favorable <br />hydrologic conditions this summer. <br />SECWCD NEEDS ASSESMENT <br />A. Consultant, GEI /Helton has about 10% completed, primarily collection and organization of <br />existing data on ag water use and municipal population trends. <br />B. SECWCD -CWCB funding contract signed and our $75,000 has been deposited with the <br />enterprise. <br />C. Pueblo Dam restrictions and need for remedial action being factored into study. <br />D. CWCB will ask that a state storage account of 10- 20,000 AF be included in needs <br />4. CHANNEL CAPACITY STUDIES <br />A. Larry Lang and Mark Matulik are leads, study below JMR underway and aerial photos <br />completed, but survey data reduction behind schedule. Draft report on reach below JMR now <br />expected around Jan. 1, 1998. Rcach above JMR will not begin until fall 97. Involves USAGE <br />
