December 1, 2008 <br />Report of the Colorado State Engineer <br />' Offset Account Operations <br />November 1, 2007 to October 31, 2008 <br />1 An Offset Account in John Martin Reservoir was authorized by the Resolution Concerning <br />an Offset Account in John Martin Reservoir for Colorado Pumping dated March 17, 1997 <br />' ( "Resolution ") and by the Resolution Concerning an Offset Account in John Martin Reservoir <br />for Colorado Pumping as Amended March 30, 1998 ( "Amended Resolution "). <br />' This report summarizes the operations conducted using the Offset Account for the period <br />November 1, 2007 through October 31, 2008 and has been prepared pursuant to paragraph 11 of <br />the Amended Resolution. <br />' At 0000 hours, November 1, 2007 the Offset Account contained 3165.31 acre -feet. From <br />November 1, 2007 through October 31, 2008 there were deliveries to the Offset Account as <br />' summarized below. There was one release from the Offset Account for delivery to Kansas during <br />this period. The Lower Arkansas Water Management Association pre - delivered fully consumable <br />water and made a final transfer on March 31, 2008, to satisfy the 500 acre -feet Storage Charge <br />' prerequisite for using the account for another year. The correspondence describing this delivery is <br />included in Section 3. <br />In Section 1, a monthly summary of the contents of the Offset Account is provided in Table <br />1. A summary of the subaccounts of the Offset Account is provided in Tables A through B.2. The <br />' outline preceding the tables in Section 1 provides an explanation of the purpose of each <br />subaccount. <br />Section 2 of this report contains the daily accounting records, by month, for all subaccounts <br />in the Offset Account. <br />From November 1, 2007 through October 31, 2008, there were eleven deliveries of water to <br />the Offset Account, including the delivery to complete the 500 acre -feet of fully consumable water <br />to satisfy the Storage Charge.
