I submit for transmission to Congress the report of the Board <br />of Engineers for Rivers and Harbors, accompanied by the reports of the <br />District and Division Engineers, in partial response to a resolution of <br />the Committee on Public Works of the United States Senate, adopted <br />14 June 1956, concerning the advisability of constructing flood control <br />and related improvements in the South Platte River Basin, particularly <br />in the vicinity of and upstream from the city of Denver, Colorado. <br />2. The District Engineer recommends the construction of a <br />dam and reservoir on Bear Creek at a site about 8 miles above <br />the confluence of Bear Creek with the South Platte River at Denver, <br />Colorado, for flood control, general recreation, and fish and wild- <br />life recreation. He estimates the first cost of the improvement at <br />$21,000,000, of which $20,481,500 would be the net Federal cost <br />and $518,500 would be the non - Federal share of the separable cost <br />of the project allocated to recreation and fish and wildlife enhance- <br />ment. The benefit -cost ratio is 3. 1. The Division Engineer concurs <br />generally in the recommer dations of the District Engineer but, in <br />recognition of the possibility that more detailed subsurface explora- <br />tions may reveal the foundation conditions at the site to be unsuitable <br />for the recommended unlined spillway, recommends the inclusion in <br />the cost estimate of contingency items sufficient to cover the maximum <br />costs of spillway modification and additional foundation treatment if <br />found necessary during advanced planning. The estimated first cost <br />of the project thus modified is $29,800,000, of which $29,281,500 <br />would be the net Federal cost. The non - Federal share of the project <br />costs would remain unchanged at $518,500, and the benefit -cost <br />ratio for the modified project is 2.2 . <br />
