<br />enhancement. Based on a 100 -year period of analysis, the ratio of
<br />benefits to costs is 3.1 . For the modified project, the Division Engineer
<br />estimates the first cost at $29,800,000, of which $29,281,500 would
<br />be Federal and $518,500 non - Federal. Corresponding annual charges
<br />are estimated at $1 , 156, 000, including $110, 600 for operation, main-
<br />tenance, and replacement%,of which local interests would bear $70,600.
<br />The average annual benefits attributable to the modified project would
<br />be $2,585,000, the same as for the project recommended by the
<br />District Engineer. The benefit -cost ratio is 2.2.
<br />11. Public notice. - -The Division Engineer issued a public notice
<br />stating the recommendations of the reporting officers and affording
<br />interested parties an opportunity to present additional information to
<br />the Board. Careful consideration has been given to the communications
<br />received.
<br />Views and Recommendations of the Board of Engineers for Rivers and Harbors.
<br />12. Views. - -The Board of Engineers for Rivers and Harbors concurs
<br />in general in the plan of improvement proposed by the District Engineer,
<br />as modified by the Division Engineer. However, the Board notes that
<br />the recommendations of the reporting officers provide that the cost for
<br />initial filling of the recreation pool, presently estimated at $149, 000,
<br />is creditable toward the non- Federal obligation prescribed by the
<br />Federal Water Project Recreation Act. Although water rights, which are
<br />normally a non - Federal responsibility, may not be directly acquired,
<br />the Board considers it appropriate that non - Federal interests acquire
<br />the water needed to establish the recreation and fish and wildlife
<br />enhancement purposes in addition to the usual cost sharing under the
<br />provisions of the Federal Water Project Recreation Act. The Board
<br />also notes that separable > investment costs, rather than first costs, for
<br />recreation and fish and wildlife enhancement are shown in the rec-
<br />ommendations of the reporting officers. The total separable first costs
<br />are estimated at $1,005 , 000 ($502, 500 non - Federal share) compared
