These highly successful, cooperative programs are partnerships among the States of <br />Colorado, New Mexico, Utah and Wyoming, .federal agencies and tribal, water, power and <br />environmental interests. The programs have been ongoing in the Upper Colorado River Basin since <br />1988 and in the San Juan Basin since 1992. The programs' objectives are recovery of endangered <br />fish species while water development proceeds in compliance with the Endangered Species Act, state <br />law, and interstate compacts. The Department of the Interior routinely heralds these innovative state - <br />federal- private partnerships as "national models" for resolving endangered species and resource <br />development conflicts.. Their long track record of progressing towards recovery while providing <br />Endangered Species Act compliance for federal, as well as state, tribal, and private water projects — <br />'without controversy or litigation — is exemplary.
