SOCIAL, ECONOMIC, AND PHYSICAL IMPACTS <br />The project will have social impacts as Allen Lake is used for boating and fishing and Lake <br />Isabelle is a hiking destination in the Indian Peaks Wilderness. The rehabilitation activities will <br />not change from the current conditions as the reservoirs as currently utilized for recreation. No <br />land development or other land use changes are planned for the reservoir sites at this time. <br />The project will have a positive economic impact by assisting the Company to ensure the <br />continued storage of over 1,254 acre feet of irrigation water that serves 12,000 acres of irrigated <br />farm land. <br />The project will have no significant physical impacts except in the immediate vicinity of the <br />construction. These impacts will be minor in nature and will affect an area of less than 10 acres at <br />each site. <br />PERMITTING <br />The Corps of Engineers will be contacted concerning permitting. We would expect the projects <br />to be exempt and would not expect 404 or EIS permitting to be required. As stated earlier a <br />permit has been obtained from the U.S. Forestry Service to conduct construction activities in the <br />Indian Peaks Wilderness for work on Lake Isabelle. <br />State regulations will require the design for Allen Lake be submitted and reviewed by the Colorado <br />State Engineer. This review will not be required for Lake Isabelle due to the no public hazard <br />classification of the Lake Isabelle dam. <br />INSTITUTIONAL CONSIDERATIONS <br />There are no institutional considerations other than the proposed loan from the CWCB. <br />Allen Lake and Lake Isabelle — 12.012 <br />Left Hand Ditch Company Page 27 <br />
