Add ndum to Center of Colorado Water Conservancy District's <br />Loa Application to CWCB for Smelter Pipeline Reservoir Project <br />Pact 4 <br />repayment term), Center's annual debt service would total $134,000.00, or <br />approximately 32% of general fund revenues. Center has no other debt or <br />obligations. <br />The contract to be awarded to Hudick Excavating is for $565,800.00 and the loan <br />amount requested is for $400,000.00. The requested loan amount is <br />approximately 70.10% of the construction costs. <br />F. Water Rights. The Center of Colorado does not need to obtain any new <br />water rights in order to make full use of the SPR as all decrees necessary are <br />already obtained. <br />G. Project alternatives. The SPR is an off - channel facility constructed adjacent <br />to Mosquito Creek. The SPR is the adjudicated augmentation water source for the <br />Adventure Placer Subdivision as adjudicated in Case No. 80CW194, District Court, <br />Water Division No. 1. At the time Center acquired the SPR in 2005, it agreed with <br />the Seller of the SPR that it would assume the augmentation obligations for the <br />Adventure Placer Subdivision. Since the SPR is already required to be the <br />augmentation release source for an existing subdivision on Mosquito Creek and it <br />is an existing structure with existing inlet and outlet works, there are no reasonable <br />alternatives for the location of the SPR. <br />H. Impacts. The Project is for the reconstruction of the existing SPR and the <br />inlet and outlet works. Center has obtained the 404 permit for the project and no <br />environmental impacts associated with the project were identified. Park County <br />has determined that the County's 1041 permit regulations do not apply to the <br />Project. <br />I. Design features. The Project consists of four main components: 1) <br />reshaping, deepening and enlarging the existing structure from 21 AF to 28 AF; 2) <br />reconstructing the diversion inlet and pipeline from Mosquito Creek to the SPR; 3) <br />lining of the modified structure with a PVC liner; and 4) reconstruction of the outlet <br />works. The Project Manual including the plans and specifications for the Project <br />are attached. Also attached are copies of the Hudick Excavating Bid and the Bid <br />Modification Schedule. <br />The original bid from Hudick Excavating was in the amount of 593,490.00. <br />Subsequent to the receipt of the Hudick bid, Center and Hudick renegotiated <br />several components of the project, thus reducing the total contract with Hudick to <br />$565,800.00. <br />J. Rights of Way. Center of Colorado owns the property upon with the SPR is <br />located. Access to the SPR is from County Road 12 (the Mosquito Pass Road) <br />which is located off of State Highway 9 between the Towns of Alma and Fairplay. <br />No materials are anticipated to be exported or imported to the Project site, thus <br />
