17. Measuring Devices. Pursuant to C.R.S. 37- 92- 502(5)(a) regarding measuring devices, <br />CCWCD shall install and maintain such water measurement devices, recorders, flow meters, <br />staff gages, and inlet and outlet measurement and recording devices, as the case may be, as <br />required by statute and the Colorado Division of Water resources, and shall keep proper records <br />and accountings as likewise required. CCWCD shall, as requested by the Division Engineer or <br />Water Commissioner, provide stage- area - capacity curves or tables for the London Mining and <br />Smelter Reservoir 1St Enlargement. <br />18. Out -Of- Priority Inflows. CCWCD shall equip the London Mining and Smelter Reservoir <br />1St Enlargement with outlet works capable of passing all out -of- priority inflows to the nearest <br />water course. Any out of priority in -flows to the London Mining and Smelter Reservoir 1St <br />Enlargement from any source, including precipitation must be released without use. <br />19. Reporting. CCWCD shall report the amounts and dates of diversions under the surface <br />water right and storage water right decreed herein on at least and annual basis as required by the <br />Water Commissioner. <br />20. Notice to Aurora. Prior to making any releases of water from the London Mining and <br />Smelter Reservoir 1St Enlargement that will pass through Spinney Mountain Reservoir, CCWCD <br />shall provide Objector, the City of Aurora, with notice of the rate, volume and anticipated timing <br />of such releases. The notice required by this paragraph may be an oral, written, facsimile, e-mail <br />or other similar form of communication to an address specified by Aurora. Compliance with Rules. In compliance with Local Water Court Rule 9, the owner of a <br />conditional water right shall: <br />a. Upon the sale or transfer of a conditional water right, the transferee shall file with <br />the Water Court a notice of transfer which shall state: <br />i. The title and case number of the case in which the conditional decree was <br />issued; <br />ii.
