However, <br />of of storage space is allocated to the 80CW 194 plan. <br />STATUS OF THE SPECIES / CRITICAL HABITAT <br />Spec ies descriptions, life histories, population dynamics, status and distributions are fully <br />des 'bed in the PBO on pages 76 -156 for the whooping crane, interior least tern, piping <br />plo , pallid sturgeon and western prairie fringed orchid, and whooping crane critical habitat <br />and a hereby incorporated by reference. Since issuance of the Service's PBO, there have <br />bee no substantial changes in the status of the target species/critical habitat other than the <br />bal eagle delisting previously mentioned. <br />'AL BASELINE <br />The Environmental Baseline sections for the Platte River and for the whooping crane, interior <br />leasi tern, piping plover, pallid sturgeon and western prairie fringed orchid, and whooping <br />crap critical habitat are described on pages 157 to 219 of the Tier 1 PBO, and are hereby <br />inco orated by reference. Since issuance of the Tier 1 PBO, there have been no substantial <br />ch es in the status of the target species/critical habitat in the action area other than the bald <br />eagl delisting. <br />OF THE ACTION <br />Bast d on our analysis of the information provided in your BA for the Project, the Service <br />concludes that the proposed Federal Action will result in a combination of existing and new <br />dept lions to the Platte River system above the Loup River confluence. These depletions are <br />asso iated with the use of 0.275 of of water per year for augmentation purposes and a <br />max mum of 9.4 of per year of evaporative loss from the rehabilitated reservoir (assuming it is <br />full ear- round, which is not likely). The reservoir's storage capacity would increase from the <br />hilt 'c volume of 22.6 of to the full, expanded capacity of 28 af. <br />Sou ces of water to fill the Smelter Pipeline Reservoir would be the Decree entered in Case <br />No. -4322, District Court, Water Division No. 1, dated August 3,1977; the Decree entered <br />by tl ie water court in Case No. 09CW145, District Court, Water Division No. 1, dated August <br />17, 011; the augmentation water stored in the reservoir for the 80CW194 augmentation plan <br />for t ie Adventure Placer Subdivision, which is from the Cruiraud 3T Ditch and has an <br />appr 3priation date of July 1, 1867. All water stored in the reservoir would be diverted from <br />Mos quito Creels through the headgate structure for the London Mining and Smelter Ditch as <br />adiu ficated in Case No. W -4322. <br />Upo i completion of the Project, the District would store as water is available under the above <br />d es. The relatively junior priorities in the W -4322 and 09CW 145 decrees mean that with <br />the t xception of the storage of the 2.28 of of senior Quiraud 3T water, most diversions to the <br />
