Commissioners to participate in re ular Commission meetings by telephone. The
current practice is to designate and send an alternate.

By -Laws of the Upper Colorado River Commission
Allowing Special Meetings by Telephone
May 26, 2005
11. The Commission may hold special meetings by telephonic
communications among the several members of the Commission in
respect to all matters arising under Article VII of the Compact; provided,
the special telephonic meetings may be called by the same means
described in Article IV(2). No action shall be taken during a special
telephonic meeting unless a quorum is present as specified in Article IV(6),
each member of the Commission shall have one vote, and the
concurrence of four members of the Commission shall be required in any
action taken by it. The Secretary of the Commission shall prepare minutes
of any special telephonic meeting, and such minutes shall be submitted
for approval at the next meeting of the Commission held under Article
IV(1) or (2).
Any member of the Commission may attend any regular or special
meeting of the Commission by telephonic communication. Attendance
by telephone is in all respects the same as attendance in person.
