Page 3 of 3 <br />WATER RIGHTSIWATER QUALITY <br />Arizona /Effluent <br />Former Interior Secretary Gale Norton will moderate an auction of effluent for Prescott, Arizona on <br />November 1 -3. The auction of 2,724 acre -feet of effluent, waste -water treated to regulatory standards that the <br />town uses to recharge the local aquifer and offset ground water pumping, will be a first. It represents "...an <br />innovative way to promote efficient use of scarce regional water resources," according to Norton. "The action has <br />broad application for encouraging water conservation and reuse throughout the western United States." Clay <br />Landry, WestWater Research LLC, Prescott's consultant, observes, "Secretary Norton's participation in the <br />auction underscores the importance of developing markets.... The auction demonstrates the town's commitment <br />to managing available water supplies to allow for future growth without negatively impacting regional water <br />resources."
