This guidance is intended to provide technical assistance to states, tribes and the public in managing and <br />reducing nonpoint source pollution of surface and ground water. <br />The guidance provides background information about nonpoint source pollution from activities associated <br />with channelization and channel modification, dams, and streambank and shoreline erosion. It discusses the _ -_ <br />broad concepts of assessing and addressing water quality problems on a watershed level, and presents up -to- <br />date technical information about how to reduce nonpoint source pollution from hydromodification. Implementation <br />of the guidance is expected to increase the use of scientifically sound, cost - effective hydro- modification <br />management measures, and will support states in their efforts to implement their Nonpoint Source Control <br />Programs. See "H." <br />PEOPLE <br />Thorpe Waddingham, a charter WSWC member from Utah and prominent lawyer and state legislator, <br />passed away on September 18, at the age of 83, after a long struggle with Alzheimer's disease. He was also a <br />member of the Upper Colorado River Commission. <br />Robert W. Johnson was confirmed by the Senate as the new Commissioner of the Bureau of <br />Reclamation on September 29, by voice vote (see WSW #1687), and C. Steven Allred, a former WSWC member <br />from Idaho, was confirmed the same day as the new Assistant Secretary of Interior for Land and Minerals <br />Management. David L.
