• The Upper Colorado River Compact created the "Upper
Colorado River Commission."
• The commission is composed of one commissioner
representing each of the states of the upper division,
appointed in accordance with the laws of each such
state and, if designated by the President, one
commissioner representing the United States of America.
• If so designated the commissioner representing the
United States of America shall be the presiding officer of
the commission and shall be entitled to the same powers
and rights as the commissioner of any state. A
• Any four members of the commission shall constitute d7�0.

required in any action taken by it.
