C <br />January 7, 2004 24 <br />The overall project has been developed in phases. Phase 1 of the project was completed in late 1997 <br />so the channel below Morelos Dam could accommodate flood control releases from Hoover Dam <br />during the winters of 1997 and 1998. Phase 1 consisted of limited clearing of a flow path in the <br />channel below Morelos Dam and realignment of the channel upstream of Yuma at River Mile 31, <br />where the levee was in danger of being breached during high flows. <br />Phase 2 of the project began in September 1999. Phase 2 consisted of dredging in the river channel <br />immediately upstream of Morelos Darn to a location about one mile above the NIB. The dredging <br />alleviated most of the operational problems due to sediment being delivered to Mexico at Morelos <br />Dam, and the channel capacity was increased in this reach of the river. Phase 2 was completed in <br />April of 2001. <br />' Current sediment load analysis indicates that the work described for Phases 3 and 4 will not be <br />necessary in the foreseeable future. Due to the dynamic nature of the river system, periodic review <br />would be prudent, especially after a natural flood event or after space building and flood control <br />' releases. <br />f <br />5 <br />L� <br />
