capacity). One of the primary purposes of these projects is to assist the Upper Basin <br />states in using their compact apportionments (by providing protection against a Lower <br />Basin call). Revenues from power from the storage units go to the Upper Basin fund. <br />' VI. 1968 Colorado River Basin Project Act, 43 U.S.C. § 1501 et seq., 82 Stat. 886. <br />A. § 602(a) (43. U.S.C. § 1552(a) directs the Secretary to propose criteria for <br />coordinated long -range operation of Colorado River reservoirs. The criteria <br />are to provide "for the storage of water in storage units of the Colorado River <br />storage project and releases of water from Lake Powell in the following listed <br />order of priority:" <br />' 1. Releases to supply half the III(c) Mexican Treaty deficiency "if any <br />such deficiency exists and is chargeable to the States of the Upper <br />Division;" <br />2. Releases to comply with Article III(d) (75 million in 10 years), less any <br />water delivered from other sources; <br />3. Storage if found "reasonably necessary to assure deliveries under <br />' clauses (1) and (2) without impairment of annual consumptive uses in <br />the upper basin;" <br />4. Releases <br />i. "to the extent [water] can be reasonably applied" to Article III(e) <br />uses in the Lower Division, but no releases if active storage in <br />Powell is less than Mead; <br />ii. To "maintain, as nearly as practicable," active storage in Mead <br />equal to Powell; and <br />iii. "To avoid anticipated spills from Lake Powell." <br />VII. Long Range Operating Criteria (promulgated June 8, 1970 pursuant to the above <br />provision). Sets the minimum release from Powell at 8.23 MAFY. <br />VIII. Minute No. 242, Permanent and Definitive Solution to the International Problem of <br />the Salinity of the Colorado River, (Aug. 30, 1973); 88 Stat. 266 (1974). United States is <br />to adopt measures that assure that water delivered upstream of Morelos Dam have a <br />salinity no more the 115 p.p.m. plus or minus 30 p.p.m. over the average salinity of water <br />at Imperial Dam. <br />IX. 1976 Colorado River Basin Salinity Control Act, 43 USC § 1517 et seq. Provides <br />for salinity standards and projects within the U.S. <br />X. 1992 Grand Canyon Protection Act, 106 Stat. 4669. Provides for daily operational <br />parameters to protect Grand Canyon resources; genesis of Adaptive Management Work <br />Group. <br />XI. Interim Surplus Criteria. Set criteria for "surplus" releases from Lake Mead. <br />
