STATE OF COLORADO ISSUES <br />Compact Administration <br />1. How should Colorado Administer a shortage allocation as contemplated by <br />the Colorado River Compact and Upper Colorado River Basin Compact once <br />the Upper Colorado River Commission has assigned the amount of shortage <br />(reduction in consumptive uses) to each state? <br />2. Article IV(c) of the Upper Colorado River Compact provides that rights <br />perfected prior November 24, 1922 shall be excluded from curtailment. How <br />will the State Engineer interpret rights perfected prior to November 24, 1922, <br />(or such other date as may be appropriate) pursuant to the Upper Colorado <br />River Basin Compact? How should these rights be identified ?. <br />3. How much water do rights perfected prior to November 24, 1922 protect? <br />4. When should the State Engineer promulgate rules for compact <br />administration?
