A preliminary discussion of the technical, environmental, institutional and political issues <br />involved in such a project is included in this White Paper. Also included is a rough order of <br />magnitude estimate of the cost of a project that would permit diversion of 50,000 ac -it per year <br />of additional water from Lake Mead -- based on a 60 percent to 40 percent ratio of consumptive <br />use co return flow. <br />Much more research and study is required to estimate the project cost accurately and to <br />address the other issues in sufficient detail for making a decision to proceed with the proposed <br />project. Accordingly, a detailed feasibility study encompassing the aspects of the proposed <br />water exchange concept is recommended in view of the undeniable appeal this concept has for <br />creating new water to benefit both Mexico and Southern Nevada. <br />1 <br />1 16 Carollo Black & Veatch <br />
