Start-Up <br />It is beyond the scope of this White Paper to perform a detailed project delivery analysis, but <br />the tentative schedule does represent a rational and obtainable project goal. <br />10.0 SUMMARY AND CONCLUSIONS <br />The Southern Nevada area is nearing the limit of its water allocation from the Colorado River <br />Iand new sources of water must be found to supply the rapidly increasing population. <br />The Mexico /Nevada water exchange concept presented in this White Paper is believed to be an <br />economically and technically viable solution to this need for additional water. This water <br />exchange concept is based on the premise of substituting a portion of Mexico's allocation of <br />1.5 maf (1,850 x 106 M3) of water from the Colorado River with desalted seawater or desalted <br />brackish water from desalting plants in Mexico. Supplying such newly created desalted <br />water to Mexico would permit diversion upstream, to the Southern Nevada Water System, of an <br />equivalent -- or greater amount of water, depending on the return flow credit ratio. <br />1 <br />1 15 Carollo Black & Veatch <br />
