This project cost does not include the cost of any facilities needed in Southern Nevada to treat
the water diverted there and to treat the return flow to the Colorado River.
Other recent studies for seawater desalting plants near Tijuana and in San Diego, indicate a
product water cost in the range of U.S. Dollars 900 to 1,500 per ac -ft. This cost is F.O.B. the
desalting plant limits and does not include the cost of water transmission. Including
transmission costs to Mexicali or San Luis Rio Colorado might add another 100 U.S. Dollars
per ac -ft; so that the cost of water delivered to these cities might be in the range of 1,000 to
1,600 U.S. Dollars per ac -ft.
For the case of brackish water RO, finished water cost might range from 500 to 700 Dollars per
ac -ft, F.O.B. the desalting plant limits; or 600 to 900 Dollars delivered to Mexicali.
Assuming a 60 percent consumptive use and a 40 percent return flow described earlier for
water withdrawn from Lake Mead, the cost of each ac -ft of raw water withdrawn from
Luke Mead in this water exchange concept would be in the range of U.S. Dollars 600 to 1,000
per ac -ft for desalinated seawater and 400 to 600 Dollars per ac -ft for desalinated brackish
water.
Needless to say that the costs mentioned here are very rough estimates, and it would be an
Important objective of a feasibility study to develop detailed cost estimates for the proposed
water exchange concept.
r
[l
1 13 Carollo Black & Veatch
