19 <br />' 'ZeUator from the State of New Mexico, had decided that he was going to <br />have the Navajo Reservoir come hell or high water. And, we asked him, <br />"Where are there any benefits from the Navajo? Its construction will <br />be paid for mostly by the other three States, and 0 Very little bit by <br />New Mexico. But, most of it by the other three States. It will come <br />out of the revenues of the Basin Fund and we won't get anything out of <br />ft." And Clinton came up with a suggestion that we make it an Indian <br />project. Well, that solved the day because that gave us Votes. That <br />helped Out. He got the reservoir ~- it's O beautiful reservoir. Colorado <br />and New Mexico received 8 great advantage out of 1t. And it does regulate. <br />And the Indians, too, Can get an advantage Out of it if they only will, <br />The question is whether or not .they are willing t0 become agriculturalists. <br />I doubt it Very much. <br />In the Senate we had a good working operation" but I'm afraid, Wallace, <br />that theme were too many members like Jack Kennedy. In 1956, Jack Kennedy <br />wanted to be the Democratic nominee for Vice President. Colorado threw <br />its delegation votes to KefauVer. Kennedy was a personal friend of mine <br />and we roomed across the corridor from each other for years before he <br />went to the Senate. <br />In early January 1857 he called m8 up and asked me to meet with <br />him* and finally asked me t0 lunch" and I couldn't turn th a t down. He said, "Yes, l thought it was <br />right*" l said, ^VnU followed the economics of Paul Douglas of Illinois <br />and doing that you'll never develop anything west Of the Mississippi River." <br />He said, "Wayne, if I can't vote for reclamation projects in the future, <br />may I call on you for advice before I vote against them?" I knew right <br />then that he Was planning OD running for the Presidency Of the United <br />States. And he was very helpful in irrigation matters from that time on <br />until he died. <br />Working with the House Committee were two of the greatest staff <br />members of any Congress. One was lval GoSliU, working for the Colorado <br />River Compact Commission, and the other was Sidney McFarland, Who was a <br />professional expert on irrigation for the House Committee on Interior <br />and Insular Affairs. Remember this, l was not Chairman of the fmll Com- <br />mittee-at that time. lf you want to know who the friends from some Of <br />our adversary states were, you should place at the high top, Clair Engle <br />from California, and Chairman of the House Committee at that time, who <br />gave Vs the "go' 3fgD and permitted us t0 call the shots on the legisla- <br />tion. <br />Our House Committee was on a -- they called them junkets -- l wish <br />they'd have gone On some of the junkets that I had charge of -- working <br />5 <br />
