CELEBRATION LUNCHEON FOR <br />TWENTY -FIFTH ANNIVERSARY OF PASSAGE OF THE <br />COLORADO RIVER STORAGE PROJECT ACT <br />UPPER COLORADO RIVER COMMISSION <br />Salt Lake City, Utah <br />April 16, 1981 <br />Remarks of <br />WAYNE N. ASPINALL <br />CHAIRMAN DUGAN: As most of you know, it's been twenty -five years <br />since the signing of the Colorado River Storage Project Act. As a matter <br />of fact, I understand it was April 11th when the bill was signed. <br />You should have gotten over paying your income tax yesterday, so <br />we hope you're going to have a good time here today, and we certainly <br />should have because we're honored by having "the Chairman," Wayne Aspinall, <br />here to talk to us and he advises me that he will let you ask questions. <br />It used to be that he was the one that asked all the questions. (Laughter) <br />We also are deeply honored to have Senator Bennett here with us. <br />Senator, would you like to say a few words? <br />SENATOR BENNETT: That's a terrible opening to offer a Senator. <br />Under the rules of the Senate once you get on your feet you cannot be <br />required to sit down. I think the safest thing for me to say is that <br />1 appreciate the opportunity of being here and joining you in celebrating <br />what I think may have been the most important legislation ever passed <br />affecting the well -being of the people of Utah. I'm delighted to be <br />here. I came in large part to hear by friend, Wayne Aspinall, and I'm <br />not going to take anymore of his time. Thank you. <br />CHAIRMAN DUGAN: Thank you very much, Senator. Thank you for <br />being with us. It is certainly a pleasure. <br />And, now, Mr. Chairman, the floor is yours. <br />CONGRESSMAN ASPINALL: Chairman Dugan, members of the Commission, <br />Senator Bennett, and good friends, co- workers, and people interested in <br />the welfare of water of the Colorado River Basin. You should know that <br />I had forgotten that this was the Silver Anniversary of the passage of <br />the Colorado River Storage Act. When Paul called me and asked me to <br />come over here, I was only too pleased to accept. I also said, "Remember, <br />I'm a civilian now, will you pay my car fare ?" It was agreed. That was <br />it. I'm here. But with that invitation, my mind became full of memories <br />-- twenty -five, twenty -six, twenty - eight, thirty years ago and longer, <br />and I'm here to help celebrate with you and not especially to try to <br />present anything new. <br />
