See C.R.S. 24- 50- 104(5)(a) <br />(supplemental salary survey permitted when serious lack of <br />competition for jobs which are either scarce or in abundance). <br />In this case, the Director instituted a statewide revision of <br />the classified personnel system: the Job Evaluation Redesign <br />Project. One of the results of this project was the creation of <br />the Environmental Protection Specialists and Physical Science <br />Researcher /Scientists class series. That was the appropriate time <br />to set the salaries for this series. The salaries set at that time <br />should be reinstated. <br />CONCLUSION <br />For the reasons stated herein and in the briefs submitted by <br />the Plaintiffs in the consolidated case, the decision of the State <br />Personnel Director should be reversed. <br />19 <br />
