[CONTINUED] <br />♦ $5.94M in BB 98 -1189 (Boulder, Morgan and Larimer Counties); <br />♦ $7.OM in SB 99 -173 (Mesa County). <br />SEVERANCE TAX OPERATIONAL ACCOUNT. SB 96 -170 also created this account <br />and allocated up to 5% of the funds available each year for grants (non - reimbursable) to <br />programs that promote "sound natural resource planning, management and development" <br />through the CWCB. The remaining 95% is allocated among the OGCC, DMG and CGS for <br />similar uses related to energy and mineral resources. These funds are requested by and <br />appropriated to the agencies through the Long Bill. <br />The following table demonstrates that CWCB has been able to use the funds appropriated <br />from the Operational Account. However, the CWCB's requests have been far less than the 5% <br />allowed due to the priority placed upon building a reserve balance for years in which Severance <br />Tax revenues may be significantly lower. <br />CWCB's Use of Severance Tax Operational Account Funds <br />Fiscal Year <br />5% <br />Requested <br />Spent <br />96 <br />$0 <br />$0 <br />$0 <br />97 <br />$236,050 <br />$100,000 (2.12 %) <br />$99,500 <br />98 <br />$653,100 <br />$100,000 (0.77 %) <br />$97,928 <br />99 <br />$741,250 <br />$275,000 (1.85 %) <br />NA <br />00 <br />$692,040 <br />$500,000 (3.61 %) <br />NA <br />Projects that received grants in FY 97, FY98 and FY99 include the Southeastern Colorado <br />Water Conservancy District Needs Assessment, a hydrogeologic characterization of the Denver <br />Basin aquifer, ground water studies in Jefferson, Baca and Prowers Counties, floodplain photos <br />along the Arkansas River in Bent County, and numerous project feasibility studies for <br />communities in La Plata, Delta, Mesa, Weld, Logan, Sedgwick, Boulder and Larimer Counties. <br />If additional funds had been available within the allocation for water resource planning, <br />management and development, the CWCB could have used over $1.7 million in FY97, over <br />$800 thousand in FY98 and over $2.5 million in FY99. Projects funded from the Construction <br />Fund in these years (since adequate funds from the Severance Tax Operational Account were not <br />available) included: <br />♦ validation of a "power conversion coefficient" method for measuring well pumpage along <br />the lower Arkansas River in support of our position in the Kansas v Colorado litigation; <br />♦ design and development of decision support systems for the Colorado River, Rio Grande <br />and South Platte River; <br />♦ upgrade and maintenance of the Satellite Monitoring System, which collects and reports <br />streamflow data; <br />♦ floodplain management studies for the Roaring Fork River, Arkansas River and Elk River; <br />and <br />♦ investigation of the potential reallocation of storage in Chatfield Reservoir for water <br />supply purposes (instead of flood control). <br />L: /wctrans /secb /Water Funds FactSheet <br />
