SECTION 4 <br />ENGINEERING BASIS FOR REQUESTED HIGH FLOWS <br />High flow rates are requested to create whitewater experience for kayakers with 2 feet of <br />depth through the control structures. A flow rate of 600 cfs was selected based on a <br />recommendation by Mr. Lacy, see calculations following. <br />Similar to the low -flow calculation, a weir equation was used to determine the width of <br />the opening to maintain 2 feet of depth. Using Equation 1 and solving for L: <br />L= Q (Equation 2) <br />3.3 * hs,z <br />Since approximately 100 cfs is passing through the low flow opening, Q in Equation 2 is <br />500 cfs, for a total flow of 600 cfs. Therefore, the opening for the high flow rate is 54 <br />feet. This width, along with the depth and flow rates, conforms to commonly accepted <br />design practice for whitewater kayak courses. Control structures narrower than this <br />width would not create the downstream wave characteristics required needed for an <br />adequate whitewater recreational experience. <br />SECTION 5 <br />WATER RIGHTS <br />The water right requested under the RICD program would be a junior water right with a <br />2004 appropriation date. Under Colorado water law, the water right would be subject to <br />all senior water right calls affecting this reach of the river. <br />There are no water diversion structures located in the proposed reach of the Blue River. <br />Considerations for the creation of this water right under the RICD program include: <br />• This water right would not impair the ability of Colorado to fully develop and <br />place to consumptive beneficial use its Compact entitlements. The RICD water <br />right will be located more than 150 miles upstream of where the Colorado River <br />passes the State of Utah boarder. There are more than one thousand water uses, <br />conditional water rights, and existing diversions between the RICD reach and the <br />State line. The water right sought is only for five months and only for daylight <br />hours, and therefore it will not prevent future exchanges. <br />The diversion would be located in the appropriate reach of stream required for the <br />intended use, The RICD is located in this reach because there have been limited <br />improvements, there is adequate access, there is adequate parking, there is <br />C:\Documents and Settings\MRichardsU"al Settings \Temporary Internet Fi1es \0LK722\RICD Eng Report (3).doc 3 <br />
