Revised Paragraph 2 to Pueblo /PSOP Agreement <br />Reflecting Reduced Flow Limits on Shoulder Months <br />And Dry Year Exception <br />Prepared by Pueblo April 23, 2002 <br />2. Curtailment of Exchange /Storage Operations — <br />The Storage Participants agree to curtail their exchange operations <br />described in Attachment 1, and the District agrees to require such curtailment in any <br />future contracts for storage in re- operated or enlarged Fryingpan- Arkansas Project <br />storage capacity to which the District is a party, as follows: <br />a. Winter: During the period from November 15 to March 15, when the <br />flows below Pueblo Dam, measured at the first stream gauge below the dam, plus the <br />fish hatchery return flows, are at or below 100 cfs plus an amount equal to any <br />diversions made by the PBWW below the dam and above the Moffat St. gauge including <br />any water provided by PBWW to the Comanche Power Station in excess of 17 cfs <br />(collectively, "PBWW Below Dam Diversions "), the Storage Participants shall reduce <br />or curtail their exchange operations described in Attachment 1 as necessary to maintain, <br />subject to paragraph 1, an average daily flow of 100 cfs and an instantaneous flow of no <br />less than 80 cfs. <br />b. Remainder of Year: During the periods specified below, when the <br />flows below Pueblo Dam, measured at the first stream gauge below the dam, plus the <br />fish hatchery return flows, are at or below the following specified amounts plus an <br />amount equal to any PBWW Below Dam Diversions, the Storage Participants shall <br />reduce or curtail their exchange operations described in Attachment 1 as necessary to <br />maintain no less than the following specified flows: <br />March 16 to April 15 <br />350 cfs <br />April 16 to May 15 <br />450 cfs <br />May 16 to Labor Day <br />500 cfs <br />Day after Labor Day to September 25 <br />375 cfs <br />September 26 to November 14 <br />250 cfs <br />c. Year Round. Additionally, when the flows at the measurement <br />location below the inflow from Runyon Lake, but above the confluence with Fountain <br />Creek ( "Combined Flow Location "), are at or below 90 cfs, the Storage Participants <br />shall reduce or curtail their exchange operations described on Attachment 1 as <br />necessary to maintain an average daily flow of no less than 90 cfs at the Combined <br />
