Pueblo also notes that certain sub - factors adopted in the CWCB rules are <br />ultra vices and beyond the scope of the CWCB's authority granted pursuant to Colo. <br />Rev. Stat. § 37- 92- 102(6)(b) (2001). These sub - factors include, but are not limited to, <br />those contained in Rule 7(e)(i)- (iii).
