Water availability has been based on the flow in <br />the Roaring Fork River above the confluence with the Crystal. Even though structure No. 6 is located <br />below the confluence where there is greater water availability, no additional water has been claimed for it. <br />The claims are limited to a period of 8:00 AM to 8:00 PM each day except during competitive events <br />when the claim can be extended to between 6:00 AM and 12:00 midnight each day as needed to <br />accommodate the event. <br />3.0 WATER AVAILABILITY <br />3.1 Methodology <br />Water availability in the RICD reach is equal to flow at the Emma gage adjusted for irrigation depletions <br />and accretions between the gage and the RICD reach. The short term record for the Emma gage (1998 — <br />2005) was extended by correlation with the long term Glenwood gage (1907 — 2005) to develop a long <br />term record. The long term synthetic Emma gage record was then adjusted by average depletions <br />associated with three major ditches diverting below the gage and accretions from two major ditches that <br />divert above the gage but irrigate lands located below the gage. <br />An alternative methodology was rejected whereby flow in the RICD would be determined by subtracting <br />the flow at the Crystal River at Carbondale gage from the flow at the Glenwood gage. The gage record <br />for the Crystal River at Carbondale is short (2000 — 2005) and the correlation with the Glenwood gage is <br />poor. The poor correlation is due to extreme flow fluctuation in the Crystal at the gage location resulting <br />from irrigation diversions above the gage. Because of the poor correlation the Emma gage correlation <br />was deemed to be the better alternative. <br />rR <br />
