depletions, the SWSI 2030 low demand estimate projects there will be a net reduction in West Slope <br />depletions. <br />5.2 Compact Entitlement Opinion <br />The Town of Carbondale's RICD claim does not impact the ability of the State of Colorado to develop it <br />additional Compact entitlement. Several factors lead to this conclusion: <br />Local water right calls, including CWCB instream flow calls, limit future large scale water development <br />above the RICD reach and, <br />Existing mechanisms are in place including storage and exchanges above the RICD reach and an <br />exchange through the RICD reach that allow orderly, small scale, in -basin water development above the <br />RICD. <br />The RICD has no impact on additional Compact entitlement development elsewhere in the Colorado <br />River basin. <br />5.2.1 Local Water Right Calls <br />The stream system above and below the RICD is over appropriated at certain times of the year. This <br />places restrictions on new depletions that can occur above the RICD reach. Major water right controls <br />that limit additional development include the "Cameo call" on the Colorado River mainstem upstream from <br />the Grand Valley, irrigation and instream flow water rights on the Crystal River and instream flow water <br />rights on the Roaring Fork River. Additional large, conditional water rights on the Colorado River <br />mainstem associated with oil shale development have potential to extend the current partial year call into <br />a year around call. <br />5.2.1.1 Cameo Call <br />The Cameo call consists of a block of senior irrigation and hydropower water rights that serve the Grand <br />Valley. This block of rights, totaling 2260 cfs can call in the first half of April when irrigation demand starts <br />but before runoff starts and again from July through the end of the irrigation season.
