V. CONCLUSION <br />The Water Court's judgment should be reversed and the final judgment and decree modified <br />to reflect a flow maximum rate of 30 cfs consistent with this Court's decision in the Fort Collins case <br />and the statutory definition of "diversion" and "beneficial use."
