Box 773990 <br />Steamboat Springs, CO 80477 <br />STIPULATION <br />Applicant, the City of Steamboat Springs, Colorado (the "City ") and the Upper Yampa <br />Water Conservancy District, the Board of County Commissioners of Routt County, Colorado, <br />the Town of Oak Creels, the Town of Yampa, the Morrison Creek Metropolitan Water and <br />Sanitation District, VGS Enterprises, R & S Ranch, Wharton Development Group, and Michael <br />and Susanne Ilolloran (collectively the "Opposer Coalition "), by and through their attorneys, <br />stipulate and agree as follows: <br />1 _ The City will provide each member of the Opposer Coalition with a copy of any <br />proposed decree submitted to the Court in this action. The City has provided to the Opposer <br />Coalition the proposed Findings of Fact, Conclusions of Law and Decree of the Court in the <br />above - captioned matter attached hereto as Exhibit 1. Each of the members of the Opposer <br />Coalition consent to the proposed Findings of Fact, Conclusions of Law and Decree of the Court <br />attached hereto as Exhibit 1. <br />2. Each member of the Opposer Coalition agrees that it will not object to or protest <br />any Referee's Ruling or decree in this case that contains terms and conditions at least as <br />restrictive on the City as those contained in Exhibit 1. The City agrees that any member of the <br />Opposer Coalition will have a reasonable opportunity to protest or object to any provision in the <br />Referee's Ruling or in a proposed decree which is materially different from Exhibit 1 and which <br />
